Getting it:
Head to the long island west of Dagon Fel and up the hill on the western end. Dispatch the two skeleton guards and enter. Make your way to the dome section and destroy the group of undead creatures there, including the Skeleton War-Wizard. The Bittercup is on the table on the upper level. If you want, you can pick up the Vampiric Ring off of the War-Wizard while you're there.
