Getting it:
Travel to Berandas, south of Gnissis. Head into the Keep portion and keep going down in the fortress until you get into the Underground part. Look around for a room with two Winged Twilights and a couple of steaming lava tubes. In the middle of the room is a dead hero with the boots equipped.
