Getting it:
Swim west of Hla Oad and a little north until you spot a Daedric Ruin underwater. Swim down and find the head of the broken Boethiah Statue. Talk to him and he'll tell you that he needs someone to rebuild a shrine for him. He also says that an Orc sculptor in Caldera is your best bet.
Travel all the way to Caldera and enter the Ghorak Manor. On the top floor is the sculptor who requires 2000gp and the book Boethiah's Glory to create the shrine. You can find this book in Jobasha's Rare Books in the Foreign Quarter of Vivec, and also among other places.
After giving the sculptor the goods, he says that he'll construct the statue at Khartag Point. Wait 20 days and then talk to the newly constructed statue of Boethiah. He thanks you by handing over the Goldbrand.
