Getting it:
I have found out that this ring is not unique as mentioned in the editor. There are two of them.
1. Travel to the plantation and find a shack that's on wooden stilts. There is a small chest on the tabel with the ring inside, but there's also a person there. Either kill him or steal his key to get the ring.
2. Go to Balmora and ask about a "little secret" and you'll be informed that Larrius Varro wants to speak with you at Fort Moonmoth. He'll tell you he wants you to take out some Camonna Tong members. After asking around in the Southwall Cornerclub, you'll discover that they are all at the Council Club in Balmora.
Enter the Council Club and kill the man on your left. Downstairs in the bar are his three friends, plus one in the basement. The man behind the bar is not an operative. Kill them all and report back to Larrius. The guards will be after you, but if you avoid them until you speak with Larrius, he'll clear your bounty. For your services, he gives you the ring.
