Getting it:
From Seyda Neen, head south to the large island and search around for Assamanu. Go in and look around for a large room with ledges winding through it. Up on one of the ledges is a chest with the robe inside.
NOTE: The Robe of St. Roris is weakened after the patch is installed. It used to use "Constant Effect" but now is "Cast When Used". For those without the patch or just interested in getting the robe, screenshots of its location are posted below.
