Getting it:
Once you've reached the rank of Warlock in the Mage's Guild, go into the basement of the Balmora Guild of Mages. Talk to the Khajiit and he'll want you to get the Staff of Magnus for him to see.
Travel to Mount Kand and look on the east slope for Assu. Enter and make your way to the last cavern and levitate up to the platform. Kill the man there for the staff.
